Although actually what is happening is that Fraser is saying that love at first sight does exist, and he's looking at Ray K because he KNOWS that RayK fell in love with him at first sight, and if you watch it CORRECTLY you will notice that the emotions shown on Fraser's face explain VERY CLEARLY that he knows this and feels the guilt and the worry because he cannot return those feelings and doesn't know if RayK knows this. Yes.
